Registration & LEZ

No Euro standard on your registration certificate? Here's why LEZ is blocking you.

Your car is registered, insured, and legally on the road, but the low emission zone system in Antwerp, Brussels, or Ghent won't recognise it because the Euro emission class field on your Belgian registration certificate is empty. This is more common with imported cars than most people expect, and it's rarely simple to fix, but it is fixable.

Why this happens

When a car is imported, especially through a second country before reaching Belgium, the Euro standard sometimes never gets carried into the Belgian registration data. DIV registers what it receives; if the field was never filled in correctly upstream, it stays blank here too, even if the car clearly meets a Euro standard on paper.

Real case

Fully registered, still no euro standard

A Dutch-plated car, fully registered in the Netherlands and shown as Euro 6 under RDW's own classification, still had no Euro standard recorded on either the Dutch kentekenbewijs or the accompanying paperwork. When it moved to Belgium and went through validation and technical inspection, it passed everything, registered, and was waiting on plates, only to be told the Euro standard was still missing and the car couldn't enter the LEZ.

Real case

No EU type approval at all

A US/Hawaii-spec car exported to the Netherlands years earlier and later re-exported to Belgium had a deeper problem: the manufacturer's homologation department confirmed there is no EU type approval and no Certificate of Conformity for that chassis at all. RDW, the Dutch authority, declined to help because the car had already been exported out of the Netherlands. That left an isolated approval route through the Belgian homologation authority as the only path forward.

Other situations that lead to the same blank field:

  • Older imported cars where the exporting country never logged an EU type approval or standard
  • Grey-market cars bought new outside the EU and later brought in through another EU country
  • Youngtimer and classic imports where a Euro standard was never formally assigned
  • Cars that already have LEZ fines because nobody caught the missing data until after the fact

What actually fixes it

There are two different paths depending on the root cause, and knowing which one applies matters:

  • If the car has a genuine EU type approval and the standard simply wasn't transferred correctly, this is usually an administrative correction: the right proof (foreign registration data, a manufacturer's letter, or test data) gets submitted to update the Belgian record.
  • If there is no EU type approval at all, common for grey imports and a genuine gap rather than a paperwork slip, the fix runs through an individual approval (individuele goedkeuring), the same route used for cars never sold new in Europe.
Don't wait for the LEZ system to catch it. Fixing the record before you're driving into Antwerp or Brussels daily is far cheaper than paying fines while you sort it out.
Common questions
Meeting a standard technically and having it formally recorded on your registration are two different things. If the data was never transferred correctly during import, DIV has nothing to register even if the engine genuinely qualifies.
No. LEZ systems read the registered emission class automatically, they don't take manual appeals for a missing field. The record itself has to be corrected.
Then an administrative correction won't help, because there's nothing to correct. The vehicle needs an individual approval procedure, which tests and certifies it as a one-off case.
